Harksen, Jr., Frank W. “Willi” “Bill”- 68 of Mechanicsville, VA, passed away on Monday, December 22, 2025. He is preceded in death by his parents, Lula and Frank Harksen, Sr. He is survived by his sons, Trey and Jonathan Harksen, their mother and his former spouse, Stacy Harksen; his brothers, Chris Harksen (Nancy) and Mark Harksen; his life partner, Nichole Norman; and many other relatives and friends. Bill graduated from Virginia Tech and was a proud member of the Lamba Chi Alpha fraternity. He worked for the City of Richmond for many years before joining Hanover County where he served for over 20 years, first in the department of public utilities, then as Deputy County Administrator. After he retired, he enjoyed spending time at Virginia Beach. Bill was a lifelong tinkerer and enjoyed “fixing” things around his home with near-daily trips to the hardware store. He was a loving father, brother, and partner and will be greatly missed. The family will receive friends from 5 – 8 pm, on Monday, January 5, 2026, at Monaghan Funeral Home, 7300 Creighton Parkway, Mechanicsville, VA 23111, where a Funeral Service for friends and family will be held at 11 am, on Tuesday, January 6, 2026. A private interment will be held at Hanover Memorial Park Cemetery. In lieu of flowers, donations can be made to the Hanover Patriots or the Smol Haos Toilet Project.
